The iPad mini 2 models, initially called "iPad mini with Retina Display" or iPad mini 2nd Gen and officially renamed on October 16, 2014, utilize nearly identical casings to the original iPad mini. However, they feature a significantly higher-resolution "Retina" display, a faster processor, and faster Wi-Fi, with expanded LTE on cellular-capable models.

All iPad mini (2nd Gen) devices, including this Wi-Fi only A1489 model, are enclosed in thin white and silver or black and medium-toned "Space Gray" cases. They feature a 7.9-inch 2048x1536 (326 ppi) LED-backlit IPS touch-sensitive display, a dual-core 1.3 GHz Apple A7 processor, 1 GB of RAM, and were offered with 16 GB, 32 GB, 64 GB, or 128 GB of flash storage (with 64 GB and 128 GB options discontinued on October 16, 2014, and the 16 GB option on September 7, 2016).

Other key features include dual cameras—a rear-mounted 5-megapixel "iSight" camera for stills and 1080p video, and a front-mounted 1.2-megapixel "FaceTime HD" camera for stills and 720p video. They also offer dual-band 802.11a/b/g/n Wi-Fi with MIMO, Bluetooth 4.0, dual microphones, and speakers. The Lightning port is used for power and computer connectivity.

The battery life of this iPad mini (2nd Gen) is rated at 10 hours of "surfing the web on Wi-Fi, watching video, or listening to music."

This Wi-Fi Only model (A1489) does not support 4G LTE or A-GPS.

The second-generation iPad mini, later renamed the iPad mini 2, was hailed as the update everyone had been waiting for. While it lacked Touch ID, it was otherwise seen as a nearly perfect compact tablet, offering the full iPad experience in a more portable package without compromises.
